It is the cemetery of the city of Oakmont. A big part of it is flooded, and the only way to reach it is by boat (or swimming, if you want to stay there forever after being eaten by the man-eating eels). If you talk to the gravedigger, he gives you the side quest Rest In Peace.
This is also the place from where you can reach Usha's lair.
